Despite the boycott, Alexander Grushko, a Russian deputy foreign minister, downplayed the impact of the Baltic nations’ decision, stating that it would not affect the OSCE’s future. Instead, the Russian delegation plans to focus on restoring the organization to its original principles and purpose, which they believe have been eroded over time.

Since the war in Ukraine began, Lavrov has refrained from visiting any European country except for Belarus. This visit to North Macedonia, albeit in his capacity as the OSCE chairman in office, raises questions about Russia’s intentions and the reception Lavrov might receive from NATO allies.

North Macedonia’s foreign minister, Bujar Osmani, expects to meet Lavrov in Skopje. However, Osmani clarified that he would meet Lavrov in his capacity as the OSCE chairman in office, rather than the foreign minister of North Macedonia. This distinction highlights the delicate position of North Macedonia as the current holder of the OSCE’s rotating presidency.

As the Baltic foreign ministers unite with Ukraine in boycotting the OSCE meeting, their absence underscores the deepening discontent towards Russia’s actions within the international community. The diplomatic stage is set for a tense gathering, with all eyes now on North Macedonia as it navigates its role in facilitating constructive dialogue while addressing the concerns of its Baltic and Ukrainian counterparts.
